According to Russian Gestational Surrogacy Law, the Birth Certificate may be issued into the intended parents names directly. And there is no need to conduct any kind of Court Hearing. As a rule, ZAGS (Department of Vital Records) issues any birth certificate, including the certificates for babies, delivered in the result of gestational surrogacy arrangements, within 1 – 3 days after the birth.
